I occasionally see pre-war cork pudding basin helmets (the tall ones) with the commercial 'Protective Cromwell Head wear ' label inside being sold as Dispatch Riders Helmet. We're these ever officially used by the WD or are the examples just green painted civilian helmets?

Yes they were used from 1939 until the introduction of the HSDR in 1942. If I remember correct they were only issued for use in Britain (MkII being issued for combat). I know that Canadian made cork helmets were used in Canada only and not shipped with troops to Britain.
