Looks like 80's anti-infrared pattern? Parka's in this pattern were worn during Desert Storm.

No way is that a Vietnam helmet cover. It is a night desert camo pattern used during the first gulf war (1990-91). It was designed to help defeat night vision and is long since obsolete. I have seen parkas in this pattern that were US issue.

The US military was also no longer wearing steel pot helmets by the time the gulf war took place; the issue helmets were the "Fritz" PASGT and the helmet cover shown above would not have fit them. So it is not US. However, Australia did use this pattern and if they were also still wearing steel pots during the first gulf war then that is what I believe you have - an Australian first gulf war night desert camo cover.

EDIT: This is what the US issued uniform looked like (source: US Army):

This is the parka, which seems to be relatively common. I never saw trousers of the helmet cover (M1 or PASGT) in this pattern but never paid much attention to it either.
