Unusual wardens helmet with stars - rank?

Article about: Hi all, This helmet was amongst a number I received this week. It has two stars either side of the W, and I was wondering what these were for, or if this is common? The liner is stamped also

Dear all, many thanks for all of your replies. I was searching for any official description of stars as ranks for civil defence staff, but whilst I could find diamonds, chevons, and chevons with a star, I could not find just stars. So perhaps this was used in the early days, whilst things were being organised, since its an early helmet. Again thank you to everybody for our responses
