It is an Israeli liner and strap, these were cheap copies of the standard MKII liner. The round pad is made of sorbo rubber, the material isn't coated as much and is softer than the type the British used. Smetines it is grey in colour. They aren't marked in anyway that allows you to determine age or manufacturer. The strap is similiar to the MKIII British strap but not elsaticated. Probably early 50s refits of British surplus, these were later issued to Police and Civil Defence.
