does anyone know what the bottom identification mark would be on this 1938 fire service helmet?

I'm guessing it's the name of a location, brigade, or a division. Perhaps the first word is the end of "North" or "South" . The second word may be the start of "Eastern" ? i.e. maybe "North Eastern"brigade?

South Eastern, Edinburgh, North Eastern, Aberdeen. I think it might be one of those.
