Hi! This helmet liner exist in woodland camouflage also.
Camo liners began to appear in the '80 along with the introduction of the woodland Battle Dress Uniform.

I'm not sure when 'Velcro' became widely used in the US Army.
Perhaps this is one of the earliest applications, however they
have recently returned to using buttons.................!
