Can't say alot about French Kepi's, but I'd seriously suggest getting rid of the styrofoam head, as they can actually end up damaging your headgear over time.

i don't use styrofoam heads - i make wooden stands.
the styrofoam head was used by the previous owner.

Doesn't seem military to me and not French eigther.
I think it is civile and Belgian. The flaming grenade is not right to me.

Here is a more or less similar one .
There was no strict regulation about those kepi's, so you might find as many different types as there were people wearing them.
Are there any markings inside?
I am finding that it is possibly Luxembourg army kepi either pre-war or early post-war.
