I think it is civile and Belgian. The flaming grenade is not right to me.

The grenade finish matches the side buttons and all three appear to be installed before final liner was put in.
If that cap would need a grenade, one would expect it in the open blue field...and if applied where it sits , one would expect to be put not "off -center " as thise one is.
That is just my opinion.And I hope for you that i am wrong.

The grenade is loose and can be positioned in the center location.
A other clue it is not original to the cap!

ok regardless of the badge - this type of kepi had to be issued and used - by whom ?
i have sent an email to the company that made the hat and hopefully they will shed some light on the subject.
There is a wide range of civilian crafts that might have worn it, from gravediggers over foresters,rangers,engineers and so on...
If you don't know its provenance, thise will be hard to trace. Hat makers over here used to have a range of cap's that were ment to be used by people working for government, city's , port's etc .Most of them had that particular look of the time they were used, I recon yours must have been between two wars.
