I don't believe that it is military, either. Military kit would have mucho numbers,dates, etc on it's tag or lining. More likely, it's simply a civilian beret for every day wear. French? Belgian? Could be almost anywhere, but it's well made, from it's looks. Interesting.

I believe it is Swiss military made , I've seen camo hats with this " FAG " tag . It made me laugh when I first seen it .
