Hi there looks like either a Filipino or Taiwanese made reproduction of II Field Force Vietnam with an Airborne tab attached-last 20 years.
Originals would of been Vietnamese made and could refer to any Individual/Unit who was parachute qualified assigned to IIFF-V.
This "type" of tab and patch was done on an Individual or team basis and was unofficial with local authorization.
