This isn't a British Union of Fascists (BUF) buckle. The BUF men's buckle is chrome plated brass with an attached fasces symbol in the centre. Sometime after the Public Order Act banned the wear of uniform from the beginning of 1937, a version of the BUF's particular 'circle-flash' badge became available for retrospective fitting to the belt buckles; although the uniform was banned many blackshirts continued to wear the belts. The circle flash symbol is completely different to that above, being a lighting flash within a circle. Within BUF iconography it symbolised 'the flash of action within the circle of unity'. The photo below shows the belt in use, with the circle flash on the blackshirt's armband. Incidentally, I would add that BUF buckles have been faked so any potential purchaser would be wise to seek expert advice before purchase of any such item.
The standard source on all BUF items is John Millican's Mosley's Men in Black (2004) which has comprehensive coverage of all BUF uniforms, badges, flags etc. As to the buckle here featured, I do not believe it has any British fascist association whatsoever.
