Honestly you probably wont see another, Civil Defense I'm pretty sure had no regulation as to what they were to wear. So I'm pretty sure they just bought work jackets and stuff of that sort and slapped their patches on them

Thanks for the input everyone. My take away at this point is this may be a WWII era CD jacket but there is no exact style of uniform from the period. The 41 on the collar remains a mystery. Still hoping a CD collector will come up with more info. NH
I would say it's safe to say that it is ww2, my guess is the number is for a district or location.
