Help with insignia on Service Jacket

recent pick up; I have quite a few US. Army uniforms but never really get around to posting them.

belonged to VERNON L. ZENTZ ; 0832.

2/7/40 date

My question, What is the insignia on the shoulder? I couldn't find what it belonged to in my book.
