need help on 28Th Div uniform and name ID

Hi there,
I got this uniform in, i think it is called an Ike-uniform.
Can you identify this as a WW2 uniform?
What is the rank and medal for?

Can somebody find something out about the name: C H ROWE serial 37489367
Below is a second serial: R9367

It is M1944 jacket (under the US nomenclature - Jacket, Field, Wool, OD). There should be a label with manufacturers data placed inside the internal pocket. This one seems to be a genuine wartime example.

This is commonly referred to as an Ike jacket. There is no rank pictured. The ribbon on the chest is an army good conduct ribbon. The bars on the left sleeve are overseas service bars. each bar is equivalent to 6 months of overseas service. So your example would have 1.5 years.

Not sure but the 2nd number could just be an abbreviation of the first. R for 1st initial of last name and 9367 as the last 4 Nos. of the full serial No.
