I would GUESS that the shoulder strap insignia represents 6th Cavalry Regt?
I have no idea on the breast badge.

Does anyone know what the white patch on the lapel indicates?
I don't know very much (read: practically nothing ) about Belgian uniforms and insignia, but my curiosity was piqued, so I googled around a bit and came up with a few answers (and even a photograph of a uniform very much like this one in wear).
- The breast badge with the rings and swords is a Belgian military sports badge.
- The sleeve patch with the lion's head is for the 1st Independent Belgian Brigade.
- The white collar patch with the black upper border as well as the shoulder strap device with the crossed lances identify Lancers (Lanciers).
