I picked up this coat in with some naval items,it has no apparent markings and a blue serge lining.It is constructed in same rubberised fabric as dispatch riders coat.

I now suspect this is a USN foul weather coat,any one seen one with these closures.
Still looking,closures also match us fire department,there must be someone with some thoughts.
