WWII Belgian Navy uniform?

If Marine de l'état Belge it should have epaulettes and two rows of five buttons, of wich only 4 are used to button up.
Can't tell you more then thise.
If you list it on ebay, I would mention , nationality,the marks of the buttons and the description.

Thanks very much for all the info, I appreciate it very much.

Since there are only 4 buttons on each side and no sign of epaulettes would it be correct to say that this was most likely a Merchant Marine Captains coat which may date from around World War I?
