It is good it was given to french individuals that found during ww2 with the allies.
The medal is fine. The 1939 is the year of issue. These were given by the French government before the French capitulation to the Germans. Here is another 1939 example for comparison reasons.

Any of your Croix de guerre have the maker mark on the lower arm of the cross?
This is not a requirement, there are many models with or without maker mark .
What means the star and the palm on the ribbon?
The bronze star denotes a citation at the level of the unit, regiment or brigade. Each 5 stars (if they were the same..ie 5 bronze ones) were replaced by a palm.
