Help identify a unusual Ribbon from 14th US Army Air Force

Hello all,

The attached ribbon came from a uniform belonging to a Sgt. of the 14th US Army Air Force (CBI). Although it resembles an occupation ribbon, I don't believe it is due to many reasons. Research on the internet didn't help either. Could some one please help me identify what this ribbon is?

I'd say it's the Navy Occupation Service Medal, except you have it upside down, in that the red is on the right when viewing...

Thanks for your input. I don't think its the Navy occupation medal because the navy occupation medal does not have a white stripe between the black and red sections. Also the widths of the white, red anc black sections (except for the center stripe) are equal, which is not the case in the Occupation medal.
