I'm stumped, too. I agree, it might be a state issued award. The bigger I make the pic, the more it's blurred. Something straight on would be great.

Sorry for the late reply. I will reach out to the family for better a better picture. I don’t own the medals but I hope too one day. They are part of a grouping I have but would love to add the medals to keep everything together.

I do know it’s a pre WW2 medal, I believe it’s the last ribbon bar in this photo.
