The 'snowflake' reverse is usually attributed to 'Amcraft' - a quality
insignia manufacturer - I cannot see the mark for the pin.
I believe the rank is Petty Officer.
Edit: It reads: 'ACID TEST'.........

Any Idea on age and what they are exactly called. Could not find any others online.
That anchor insignia is for a Chief petty officer.But when you put a star above it ,that is the insignia for a Senior Chief. But the star is usually on top of the anchor.
