i would say this guy was in both the army and navy/usmc. probably as army air crew post war
A very useful chart, for sure, but I would add that the all red ribbon is more likely to be the National Guard ribbon rather than a Good Conduct. One would not expect to see 3 stars on a Good Conduct.
Addition: You're right, Lance! The 3 stars denote 3 more awards of the GC over this guy's career! Good call!

I think I've found the solution to the mystery stars. It may indeed be a Navy Good Conduct with 3 more subsequent awards of the medal. If he had gotten 1 more, he'd have hit the 5th award mark and have had a Silver star on it instead. This guy had been in service for so long that he'd been in 2 wars and long enough to pick up 3 more Good Conducts! Talk about a career military man! These medals come every 4 years, so this man was in at least 16 years!
