    I'd say it was some type of fraternal or masonic medal.
    BRO refering to 'Brother' most likely. The engraving
    was done on a pantograph machine.

    interesting, and nice that it is hallmarked !
    ( 'F&S' = Firmin & Son ?........Ade...? )
