It is a marksman's badge for the U.S. military. It should have little metal bars that dangle off of it that indicate what kind of weapon(s) the recipient qualified as a marksman with.

This one was posted in the Third Reich forum but doesn't belong to that era. Apologies if I've moved it to the incorrect forum but I was hoping someone here might be able to identify it. If not, please move it on again to the correct place.

Looking for LDO marked EK2s and items relating to U-406.....

It is definitely a marksmanship badge for the US Army. This one is 'Expert' grade
    - the highest of the three types, which are pinned to the left pocket flap on
uniforms. The rings have been removed for one or several 'bars' to be
attached, which will show the weapon(s) the soldier is proficient at.

This one is a modern clutchback, marked 'S-21' for 'Harry Sugarman' of San
Antonio. Any US insignia with letters and/or numbers is of Post-war/modern
manufacture. These badges are sometimes mistaken for Iron Crosses !
