She is wearing her coronation crown, so I would imagine something to do with that. It is unusual though for second to be used instead of II. Could have something to do with British Virgin Islands as they used to use that on their currency.

Golden Jubilee from one of the colonies/Protectorates ?
Could this be for a Royal Visit? I had a similar one for a Royal Visit to Jersey which was undated - I know that many are now dated for the visit.
The ribbon ring is split, so definitely not official.........
