about an insignia.

Hey all, I've got a question about an insignia that I don't recognize, figured this would be the best place for it. Stumbled across it on a map bag a friend of mine found in an old antique shop. From what I could guess from examining it and what I found online, seems like it's WWII British. What's puzzling me however is the insignia under the flap on the bag. Like I said, I don't recognize it and looked around online to no avail. It's pretty faint, and seems pretty crude as well. Any ideas?
