That looks like one for Jerry B. if I'm not mistaken that is a Welsh banner with Welsh language.

I couldn't say for sure, but the shape and design reminds me of something that may have been used at a mediaeval pageant of some kind.
Can't say what the flag is, but the three chevronels is the arms for Jestyn ap Gwrgan, now used by Glamorgan, and ofner na ofno angau in English is Fear him who fears not death.
Hi Harry, I see where you are coming from and had the flag been made in bunting and printed then I would have agreed with you!! However, the flag is of a very high and expensive quality so I am inclined to think that it has a more permanent function?? Military, Civil or civil????

It is very similar to Welsh Guards company or battalion flags. There was one on ebay a few months back. Very nice, let me know if it is ever for sale, just not now ss I had to replace my car recently.
