Long tapered sliders tend to be early, but I don't think you can date this very accurately, looks a good example IMHO.

No, the Canadian General list badge is a maple leaf with a crown over a scroll with Canada within.
The size and shape in particular change over time, as do some of the details along with the usual change to the crown. This example borrowed from the B&CMBF.
