UV luminescence is irrelevant with respect to determining authenticity. The German and by default most of europe as the germans were the major suppliers of dyes were using synthetic dyes as early as the 1890's for some textiles. By the WW II era they were pretty widespread.
UV 'test' seems to have popped up as a dealer trick 40 or so years ago.
I have an article cover this very scientifically from 1992 as a PDF if anyone is interested.
Use other factors to asses originality but forget about 'blacklight'

NO, "ZERO" Lighting was used to take the last photo.
The small bit of light in the photo is from my closed laptop.
The base material IS however UV negative.
