Yes. The ID is to the Army Air Corps branch only, and not a pilot licence.
He was ground based, but no mention there of what he does.
It looks like he is wearing a pre-war type uniform in the full length shot
that may be from ROTC (Officer Training) a Technical School or Basic.
Very unusual boots - but perhaps not unusual for that time period !
You need to get a couple of 'winged propellers' and 'US' insignia which
were worn by AAF Officers on the lapel. These would not be the type
on a roundel - those are for enlisted men ! And perhaps an
'American Campaign' ribbon bar, since you don't know
if he went overseas................
