Help u.s coast guard hat device

Dear Gents

The only thing I know about this U.S. Coast Guard hat badge that I own is that came with a beige visor cap rather old than I broke while clean it and someone told it is for enlisted men in coast guard but my question is when was used this badge with screwback????
