That is what I believe it to be, Dutch naval academy hat badge.

Yes, you are right, no crown makes me think i'm wrong. Sure looks to be Dutch???
Not Dutch, but Sort of....... This is a cap badge with the Seal of Manhattan, New York on it. (New York City = New Amsterdam)
