Small US Flag help Please.

I picked up a small flag and would like so help figuring out what it would have been used for. My initial thoughts would be a vehicle pennant, but not sure. The flag measures approximately 11" X 17" Construction appears to be war time or prior. Any opinions or comments are appreciated.

I first thought this may have been a small naval ensign but they usually have 4 grommets, so with that said, I believe you may be right that this could be a vehicle pennant, given the size..

Not sure it is necessarily military, but it's old and original and would make a nice part of a wartime display.

I appreciate the replies. I am not sure if military or not either. I am going to US it for display but it is always nice having a little description.
