Looks like a SW (American) Indian thing to me.
I have never seen or heard of this one before? I would tend to agree with Bob that it looks American Indian?

Here comes my "two bits" worth........ the swastika symbol we recognize has been used in soooo many ancient & modern cultures ( world-wide) it's not at all a reach that the medal pictured is indeed an American Indian creation-for what??? who knows!!! Hope I help'd Thanks for Reading.

is clockwise in orientation, The Third Reich version is counter-clockwise.
A souvenir of the American Southwest is more in keeping..........
