Private purchase maybe? If it is not a French Army issue item then it may have only been made in very small numbers for private sale.

Could the tank on the buckle in fact be a 'Russian Renault'? The first Soviet tank, produced at Krasnoye Sormovo in 1920–1922.
A close copy of the French tanks, captured from the Whites in the civil war. Also known as 'Tank M' I believe.
Only about 20 units were produced, so probably unlikely the case here but who knows?
I believe the tank pictured here is in fact a French Renault FT-17, pay close attention to the profile towards the rear with the attachment at the back, which is also present in the image on the buckle.
