Unknown British Union Flag

Picked up this flag today on the carboot sale , it has age but cant find anyothers of this type online, thank you for any input into what it is from

I think the white-bordered Union Jack is Merchant Shipping related. I could be wrong.

Yep, I agree but I think it should have in the middle a white disc with the prevalent crown (Kings' or Queens') with the letters KHM or QHM unless that is just UK itself and not territories etc. Is there any sign of the disc being removed such as shadow or stich holes?
