It has the appearance of a specialist patch but I have never seen one in black.

There must have been a variety of these patches, this one is described as WW2 US Army non-combatant civilian in uniform!...
There were a large variety of these patches I believe most of the people who wore these were civilians. I have seen a lot of these ones on black felt but never seen them on a uniform or in a picture
I have seen this one a lot coming out of the courthouse basements around here. They were civil defense.
These were the old guys with winchsters that sat on the roofs of the courthouses looking for Japanese Zeros.
