WW2 Patch Identification Help

Hello I was wondering if someone might have an idea what this patch is.
I found it with some more patches and things of my grandfathers
from WW2. I cannot find anything on this particular patch.

but I don't know his meaning

What is a good website I could possibly find this patch on since its probably a Luxemborg patch. I just did a generic search for it and have not had any luck finding anything on it
