Uncanny how this case should appear after I only mentioned it in a thread yesterday.
It's a saddle mounted carrying case for a pair of wire cutters. The straps are usually slipped under the girth strap and then secured on the brass lugs or similarly attached on the saddle's 'D' rings if so fitted. I can't say if the case is specifically military related, but it could be from the Great War, and even privately purchased, but they have always been a part of a huntsman's saddle kit.
