Help needed unknown Wire cutters

Picked up these today on the Fea market but i have never seen this model before , anyone know if these were British army or some other army , i cant see any markings on them , Thank you for any help

I have been thinking about this wire cutter since you posted it, Can you tell us the length?
If you unscrew the cap, is there anything inside the tube?

Can you post photos of it with the cap removed and a shot of inside the tube?
