short leather 1944 dated British bayonet frog - id please

good afternoon, I wonder if anyone can identify this bayonet frog for me? Its leather, 5 inches long and has a broad arrow over 44 stamped in the reverse. Any thoughts?

I think it is a WWI era British leather pliers frog. I think the hole was added later by someone so it could accommodate a bayonet.
