I guess it has a passing resemblence to the old M56 M14 ammo pouches. This photo shows the British webbing set up with the gas mask pouch in place.

Thank you, Steve, Ade and Al. Not as exciting as I was hoping for but that's ok. I'm going to guess they are not very rare?
Not really rare, but not that common these days.
Interestingly, I have one that a customer gave me in a former retail
job I had - he found it for $1 in a thrift store and was using it
to carry Compact Discs. They actually fit rather well.........

Would never have thought to put CDs in them. I found one on Collectors Guild with the straps for around $48, which is probably high.
I have two that were also made by Australia, and one Canadian in my collection. I think yours is British.
So far I' v seen British, Canadian and Australian made Lightweight respirator bags.
