Could be a distress signalling mirror, I carry one similar to this with me (incase my IR strobe breaks) when I'm out hillwalking.

I would say Walkwolf has nailed it on the head. The hole is for a thumb to enter and hold the mirror while shaving. Although, this almost looks like a thin ballistic plate. They do not have a hole though and would not be shiny/mirrored.

These are chromium plated, while USAAF signal mirrors
are made of glass.,.........

The hole is actually too small for your thumb - but a pen, pencil, or twig inserted
into it will make it able to stand on a level surface, or simply
hang it from a nail.........
