Brest 1941- on the border

Sorry for asking this here.

I believe these are related to Brest-litovsk, possibly railways usage up to May 1941, before June 22 war..

Would anyone here be able to shed some light on these 5 items? why, how and for what where issued?

I think being used on the border just before all-out-war makes them very interesting...
