A couple of Soviet Documents to ID please!!

Hi All, Another relatively recent purchase was this pair of documents in frames from a Russian seaman. Absolutely no idea what they are or say? Any comments would be appreciated please.

Hello, The 1st one is creditable letter issued for private BRINUM for active participation in public life of the military unit and high perfoming mastership in amateur show at 1965. Signature is made by Commander, lieutent-general and Member of Military Council major-general.
