Identifying issuing location of old 1919 passport

Article about: Hi, I am trying to identify the stamps on this passport, dating 1919. The issuing body? any ideas? It was issued to Piotr Rotenberg, and would like to learn more about him during his stay in

    First word is a паспортных, which translated lake passport's. I think it' a kind of passport's usage fees

    The holder was in charge of the civil defense of the city during the French occupation between 1918-1919...
    He then escaped, with them, to Paris via Turkey in 1919, from there moved on to British Palestine. He ended up as building the first Mandate electrical power plant and being it's head.

    From the letter inside, addressed to Mr. Routenberg, is there a way to learn who the sender was? I think someone named A.Schwartz...

    Very hard to read, due the nervous handvriting, but the letter in Russian

    At least the letter about politics, I can' t read all, but the author ( his name is Yakov) mentioned about someone, who begin such kind of business in 1886 year,( who - are shown on the first page) in the 1913 he create Blucher's army and reborn firstly Prussia, then whole Germany
