To my mind it is permission #190 for departure of 1 person 24th of March, 1927 by motor vessel TOBOLSK from Odessa sea port.

The position of the person who signed this document could be translated as Chief of check and boarding point of GPU (Do you know what was GPU?) Odessa-Nord...

GPU (Main Political Department in English) was before NKVD as Ministry of Internal Affairs and State Security Unit. So I believe the guy who signed the document was a border guard. They included in GPU and later in NKVD. It is impossible to identify his surname on a base of the signature. Sorry.
