Need help IDing Soviet ID booklet

I don't have too many Soviet items in my collection, as I mainly focus on German WW2 items. But every now and then ill pick up a Soviet piece if the price is right. I Bought this piece about a year ago from Ukraine. I think it is very interesting. I was wondering if anyone could provide any info on it. I would really like to know this guys name, and what his job was. The badge shown was sent to me with the ID. As always I greatly appreciate any help you can provide.

It's a Druzhina ID, the Druzhina was made up of volunteers who kept up public order.

The owners name is Vladimir N. Maryasov and the booklet was issued in Kobleve (I believe, not sure), Ukrainian SSR.
