New lot of documents

I acquired these documents today. I've never seen one, like the middle one, the cover of it reads something like: ''People's Commissariat of Defense of the USSR - Pension card''. What did people in this organization exactly do?

The middle document confirmes that its owner is a military pensioner. There is a list of his children inside: 3 sons and 1 daugther.

Thank you! I'm extremely bad, at reading cursive. The documents didn't belong to the same person. Did the owner belong to the organization ''Народный Комиссариат оборны союза СССР''?

This is the name of Ministry of Defense in USSR until 1946. Every document issued by this organization had the same letterhead. Probably the owner was retired militaryman.
