it's a certificate of exemption.
Isaac Nisenbaum was in prison from 5.05.1944 till 3.05.1945.

He was in prison for the anti-Soviet agitation (58th article). He was born in Odessa, in 1909.
He was in prison in Astrakhan, so the document was issued there.
